New Strategic Plan Released
The College of LPNs and HCAs of Alberta (CLHA) has released its 2026-2030 Strategic Plan.
The strategic plan sets a direction for the organization for the next five years, describing what our priorities will be and how we will use our resources to protect the public.
What Is in the Strategic Plan?
Our Mission
The CLHA exists so that the public is protected and served by CLHA registrants providing safe, competent, and ethical care.
Our mission will be achieved with the following outcomes.
- Registrants (LPNs and HCAs) understand and uphold professional standards.
- Registrants provide professional care.
- Registrants work within their respective scopes of practice.
- Registrants are held to account for unethical or incompetent conduct.
- The public and other interested parties understand and trust that registrants are regulated.
Our Regulatory Philosophy
The CLPNA has a principle-based regulatory philosophy to serve as the guiding philosophy for our work. These principles are:
- Risk-Informed, employing evidence-based strategies to mitigate risk and deliver fair outcomes.
- Responsive, fostering trust through clear communication and consistent, proportionate decision making.
Our Core Focus Areas
The four core focus areas of Strategic Plan define our priorities, shape our decision making, and ensure every initiative aligns with our mission. These areas are:
- Culture, building capacity and empowering staff to make informed decisions aligned with our philosophy, values, and mandate.
- Impact, promoting transparency, inclusivity, and communication to support improved understanding of the value of regulation.
- Processes, implementing data-driven approaches to create regulatory clarity and decision-making that advances accountability.
- Structure, fostering innovation while maintaining a consistent approach to regulation that promotes safe, ethical practice.
Key Indicators of Success
The CLHA has developed a performance measurement framework to determine if the organization is achieving its mission. Some of the ways that the CLHA determines if its outcomes are being achieved include the following.
- Standards and requirements for practice, educational programs, registration, and continuing competence are current and relevant.
- Education, tools, and supports to understand legislated scope of practice are fully accessible to registrants.
- The CLHA has a fair, transparent, and timely complaints process to protect the public when professional standards are not upheld.
- The CLHA provides accurate and accessible information to the public about registrants, regulatory requirements, and decisions.
